Patrick Binns -Conservative
In 1971, he received a Master of Arts degree in Community Development from the University of Alberta. After completing his college education, Mr. Binns worked as a development officer for the Government of Alberta. He moved to Prince Edward Island in 1972 and worked for the Rural Development Council of PEI.
Mr. Binns worked in the provincial government of Prince Edward Island from 1974-78, during which time he coordinated the establishment and administration of the regional services centres in eastern PEI. In 1978, he was a recipient of the Queen's Silver Jubilee Medal for Outstanding Public Service.
He was elected to the Prince Edward Island Legislative Assembly in 1978. From 1979-84, he served in the provincial legislature and held several cabinet portfolios including Industry, Municipal Affairs, Fisheries, Environment, Labour, Housing and had responsibilities for Economic Development. From 1984-88, Mr. Binns served as a Member of Parliament in the House of Commons representing the riding of Cardigan and was a member of the standing committees on agriculture and fisheries. He also served as Parliamentary Secretary to the Minister of Fisheries and Oceans.
From 1988-96, Mr. Binns worked in the private sector, as president of both Island Bean Limited and Pat Binns & Associates. Along with his wife Carol and family, they operate an edible bean farm at Hopefield, PEI.
Mr. Binns was elected Member of the Legislative Assembly for District 5, Murray River-Gaspereaux, in the general election of November 18, 1996. He was sworn in as Premier, President of the Executive Council and Minister Responsible for Intergovernmental Affairs on November 27, 1996. Premier Binns was re-elected to the Legislative Assembly on April 17, 2000, and sworn in as Premier on May 1, 2000.
Active in his community, Mr. Binns was involved in the planning and construction of the Northumberland Arena, and is a founder and active organizer of the Northumberland Fisheries Festival.
Mr. Binns and his wife Carol (nee MacMillan) have four children: Rob, Mark, Bradley and Lilly.
